§ 2-147. Conditions of employment.

  • (a)

    The city will develop and maintain a description of each job in the city service with a list of representative tasks normally assigned to or associated with the job. Nothing in the job description and list of representative tasks shall preclude employees from being assigned to any available, useful work to meet the needs of the city.

    (b)

    All jobs, where necessary and practical, shall be filled from lists of eligible applicants who have attained eligibility status through successful completion of a job-related interviewing and/or testing process. The personnel director is responsible for establishing necessary procedures and criteria to meet this requirement.

    (c)

    In filling vacancies above the entry level, first consideration will be given to qualified city employees who have completed their probationary period in their current position. Promotion to vacant positions will be based on (1) quality of past job performance, (2) ability, and (3) seniority.

    (d)

    Each employee will be given a copy of their job description. In addition, each employee will be required to acknowledge to the city that the employee has reviewed and understood the city policies and procedures. All city employees are expected to know and follow provisions and conditions of these policies and procedures.

    (e)

    All employees have the right to discuss any and all matters relating to their employment and/or their personal welfare with their supervisors. They may communicate with their supervisors, either orally or in writing. When disagreement over the solution of a problem cannot be resolved, all employees shall have access to successively higher levels of management. Supervisory personnel will make all reasonable effort to achieve rapid, satisfactory and productive resolution of problems and grievances.

    (f)

    Supervisory personnel will strive for high standards of performance in their various departments and will fairly and impartially implement disciplinary measures when necessary. Employees who do not perform satisfactorily or who cannot meet established and agreed-upon standards will be disciplined in a just and expedient manner which respects both the rights of the individual and the obligation of the city to serve its citizens.

    (g)

    An employee advisory council shall be established to permit employees to make comments and recommendations on appropriate personnel matters.

    (h)

    Employment with the city is based on the consent of both the city and the individual employee. Therefore, both the employee and the city have the freedom to terminate employment whenever either chooses to do so.
