§ 14.0. Persons responsible and penalties.

The owners or any other persons in charge or in control of signs, and the owners or other persons in charge or control of the property on which signs are located shall be jointly and severally responsible for assuring compliance with this article X. Any failure or refusal to comply with this article shall considered a violation and punished as provided in article III, section 1.7 of the zoning ordinance. However, any owner of property which has been leased to any person, firm or corporation and over which the owner has no control by operation of said lease, shall not be subject to the civil or criminal provisions of this Code upon proof by the owner of the same.
